By my understanding, a think tank is a bunch of "Experts" (in the most subjective sense) paid by a certain interest to say the things said "certain interest" wants to hear. It has little to do with thinking, and alot to do with money and politics.
The fact that the Think Tank Members are considered "experts" by some lends some form of weight to their otherwise meaningless opinions.
Then again, I may be completely wrong...this is just my understanding.

I think, barring some political or special interest group, that the preferred definition of a "think thank" is this:
Think Tank Definition
The term "think tank" can be defined as either a structure or a process. As a structure, a think tank is defined in terms of an organization or group focused on the resolution of a particular problem or task, particularly in the reams of science and technology. As a process or technique, it is defined as an in-depth consideration of issues and challenges whose relevance reaches beyond the individual person or program and the immediate time frame.
Key to the definition and the process itself are the concepts of "in-depth" and "beyond the individual and immediate." An in-depth approach seeks not just to list but also to analyze potential factors or proposed solutions. It releases and identifies underlying assumptions, and even challenges their essential validity. Participants learn to question the question itself. Restated, the in-depth process goes beyond "how" to "why" and beyond "what" to "what if." Beyond the individual… suggests a willingness to deliberately sacrifice relatively quick, concrete answers and solutions in favor of longer-term benefits and visionary ideas for a larger future.

So i would be right by saying america's conservative drug war politcs operates in in the invisible think tanks of drug war politics.
Like the idea of drug war politics of legalization is out of the boundrys of thinking in the think tank.
Its also funny how legalization has become (liberilzation)
Its funny how the propaganda works
