A seedling can be really, really small so I guess that's the absolute minimum...
What a strange question...

I think he means without it drying out before it produces roots. I had a few pups break off on a shipment of Pedros. at first I thought maybe I could root them but they died in a few days. maybe from the beating they received though. they were an inch or so in size.

I have rooted trichocereus which were only an inch high and half an inch thick.

ive found that smaller pups tend to root faster... they have less water stored to survive so they usually root up fast... where as big fat cuttings can take longer...
as for minimum thickness hmmm... theoretically even really small pieces can be rooted... but the chances of a small piece drying up and dying are much greater... ive rooted stars of pedro that were less than an inch high, i have no idea how wide they were, lets say 1" or 2"

Yep I have really good luck rooting small tips. I started with one unrooted 7 inch by 1/2 inch thick cutting two years ago and now i have about 7 small tips( partially rooted) Plus I scored a nice fatty from the local nursery. Love the pedro's color too, nice cactus for ambient viewing pleasure.
