General public's responsibility to the disabled?

Yesterday Canada's Transportation Authority ruled that airlines can no longer charge disabled customers for an extra seat if they require an attendant to travel with them.
This ruling also applies to severely obese travelers who require an extra seat.
Obviously the cost of this will be passed on to all customers.

Do you agree with this ruling? What is the general public's responsibility in terms of making life easier for the disabled?
What if that disability is a result of that person's own choices or lifestyle?
Opinions are all over the place on this one so far, I'd love to hear what you guys think.

I wouldn't consider 99% of obese people as disabled.

Not because of their obesity, no.
As far as this ruling goes, they are referring to the inability to fit in a single seat. They are saying everybody should pay for that seat.
In Canada we have public health care. We all pay for treatment of people who harm themselves with smoking, drugs, unhealthy lifestyles and dangerous activities. Some contend that the the public covering the cost of extra seats for the obese is no different.
I support the attendant ruling, I'm just undecided whether it makes sense to tack the obesity policy onto it.
