When prepping wild bird seed is it necessary to soak it for long periods of time before simmering.

nope not at all. it isnt even necessary to simmer it.
I just add seed:water at a 1:1/2 ratio and pc for an hour. Works fine every time

Stop experimenting half way through your first grow. Grow it to maturity, watch it, learn from it. Do this a few times then experiment with different ideas and figure out what works best for you.

can you explain how I would prepare quart jars without needing to soak for durations of time?

I've found the tek but I dont understand where to put the fill-lines.

Bring water to a boil...take off the stove....set for 1 min....drop grain substrate in and hydrate over night (12-24h)...add small handful of NON-DOLOMITE low magnesium LIME, spent coffee grounds...after soak drain for half an hour...load jars and PC.
