Probably. But the only way to be sure you've reached the RH you're aiming for it to use a humidity gauge. 4 to 5 inches is generally enough to reach 100% RH, depending on your climate.

Well, that depends, of course. But when I put my humidity gauge in the FC, it usually registers 100% within 6 hours or so.

Its been three hours and the RH hasnt gone up at all. Its actually gone down. No condensation or anything. Am I doing something wrong? Maybe to many holes?

Just making sure you wet the perlite right? It's not in there dry is it? It needs to be damp in order the create humidity.
Kind of obvious... but, you never know

No, I wet it and then drained it. The perlite is only wet on the bottom though. The top layer is kind of dry. Should i mist it to death?

Well I'm not an expert, but It doesn't look like you have too many holes, although they are a bit large. If it's pretty dry, try misting. You don't want water at the bottom to build up though or else you'll have a mess on your hands.
Also, next time, you don't need so much perlite.
FYI.

So should i make the holes smaller next time? Should I take some of the perlite out?

Well, too much perlite never hurt anyone, so leave it in. But it's possible, with how much you used, that you didn't get it damp enough and although the perlite on the bottom is damp the top is not. It's possible the humidity isn't able to get to the top and exits the holes towards the bottom. Try to dampen it a bit. If it doesn't work, start over. Put only 5 inches of damp perlite and you should be in business.
Try misting first.

do you have holes in the bottom?

somebody correct me if i am wrong butt i think your container should not be sitting so the bottom holes are obstructed.
airflow up through the perilite is what evaporates the water causing a raise in humidity.

Not sure you need airflow up through the bottom. Just damp perlite should create enough humidity. I've used TC's with no holes and had plenty of humidity.

You're fine, so relax. If your hygrometer reads 60%, it needs calibration. That's the perfect size holes and the right amount of perlite. As long as you rinsed, and then drained the perlite, you're good to go. Make sure it's loose and airy by raking your fingers through it. Other than that, don't change anything. Good luck.

that was my thinking, perlite in my FC which is only 3 inches high maintains 96% humidity when i mist regularly, and when i dont and come back after half a day my humidity is no less than 93%.

Calibrate your meter if u can, or buy one that can be calibrated.
