Problem with display brightness when loading windows

So I've got this problem. Whenever I load windows, everything's fine and then after all my starup programs are done running, the brightness/contrast gets all out of wack. It's like it's really bright and very low contrast. It makes it almost impossible to really do anything. I've got the following video card:
SAPPHIRE 100562L-GN Radeon 9600PRO
I've got two monitors and it happens on both. I have to load the ATI Control center which looks like the following.

If I touch the gamma/brightness/contrast even the SLIGHTEST, the screen magically returns to normal which is weird. I'm working with dual monitors, but it happens even when I only have ONE monitor hooked up.
A lot of people would think it's something wrong with the video card settings, but here's the kicker:
BEFORE I got this video card about half a year ago.. the SAME THING happened when I had my monitor plugged into my ASUS motherboard's on-board video jack. And even then it was the same deal.. it would get all bright and low contrasty and I'd have to get into the displasy settings and mess with the gamme/brightness/contrast. EVEN THEN all I had to do was modify any of these settings in the VERY SLIGHTEST and the brightnerss/contrast problem would go away.
It doesn't just happen wihen I boot up either. When I get the settings back to normal and I load a full-screen game like Counterstrike in my main monitor, I notice it happenening to my secondary monitor. When I GET OUT of the game completely, both screens have the same problem. So it's anytime I boot up and anytime I get in/out of a full-screen game. And it happens with either my video card OR iwth my motherboard's on-board video.
This doesn't make any damn sense.
I've googled the hell out of this problem, but can't seem to find anyone with a similar issue. Anyone have any ideas?

Next time it happens, try turning the monitors off, then back on. I had a problem a while back where the screen would start to show snow/static during heavy openGL usage. I was certain that the problem was with the graphics drivers. Turned out to be the monitor itself... I would power cycle the monitor and the snow/static would go away. (or if not the monitor, the power cycle of the monitor would reset whatever in the computer was messing up) Unless both of your displays are the same model, I doubt this is the issue for you...
Brainstorming...
Power management settings. Noise on the video cables. Monitor driver corrupt. Color management corrupt.
Should be able to rule out drivers, and graphics adapter as causes. That doesn't leave much beyond the display and cables. You have me stumped.
