yes. you have to make sure that it is dry though before you use it. lay it out on a tarp for a couple of weeks in your yard. you'll know its ready when it smells like earth.
i always tell them that im usung it for my gardens. they have no problem whatsoever giving it away. your actually helping them. no reason to be paronoid its not like your asking for anhydrous and lithium batteries.

Most stables are actually frequented rather often by people collecting poo. They won't think it's suspicious, if they ask they're probably just genuinely curious or making conversation so a simple reply like fertilizer or gardening would do it.
Or hell tell them you grow organic mushrooms for health food stores if you feel like it

also find a place that you don't have to collect from stable fields.
that's pretty gay. most places with horses should have a big pile of hpoo that you can shovel straight into a bin. now if the poo is well leached from the rain and not fresh then i'm not so sure that how important drying it would be if you where going to use it right away and not storing it. anyone else have actual first hand experience with this? seems to me that drying just to rehydrate is a little useless.
don't take this as gospel truth because I have no experience collecting hpoo in rainy months just stockpile up enough during the dry.
