As far as conversion goes, I would just use Google calculator.
Remember that 1 torr is nearly equal to 1 mmHg, and so this conversion is accurate for most practical purposes.

Just use the digital dutch website to convert the units.
Then add your ambient air pressure, add the corresponding 15psi and check online for boiling points of water (don't use a scale for pressure cookers as they include the ambient pressure as if it was at sea level)

If you're really concerned just check your newspaper or weather channel and note the barometric pressure. Then use the difference between that and sea level to calculate your offset for temperature/pressure conversions.
At your altitude you should double your sterilization times as RR mentioned. No real need to overcomplicate things.

Well in the OP's case it was probably significant, as there would have been a considerable difference in temps.
