Mycology legal question

So, I read a thread on someone using white rice as a substitute for brown rice, thus achieving inactive fruits. SO, if one was to make a practice of using substrate that was detrimental to psilocybin growth, could a mycologist technically grow these 'inactive cubes' strictly for the spores legally? It looks like it would be the same as hemp is since from what I've gathered, this produces only trace amounts of psilocybin and the prints (so future generations) aren't effected by substrate nutrition so the child generation I would assume have all the right code to produce psilocybin like a normal cube. Is this the case? A'dam has gotten rid of the shroom and I fear for the printing business'.

Hemp doesn't suddenly produce normal levels of THC in different soil. A cloned inactive would most likely create an active network.
Hemp ain't legal in the states as it is, so what does that tell you about your inactive cubies?
The legal ramifications don't look promising, I would imagine you'd still get intent to manufacture.

That would require DEA approval.
I'm pretty sure spore suppliers don't have approval of any kind they just hide there grow op's and move the spores to a legit place.
