slow development usually results from a dry substrate and cracked caps can be the result of low humidity.
In saying that my pins usually grow slow for 4 days then after that they really start to grow.

A few other things I should note there is a pale yellowing/discoloration around some of the caps that isn't present anywhere else in the fruit body. Also the substrate depth is about 3 inches. If my sub is dry I suppose I can dunk the casing after the first flush yes? I'm pretty sure RH is not the issue, there is no scaling or reptile skin-like qualities to the caps.

You can hydrate the substrate during the flush, pour a little water down the sides of the tray and let it soak it up for a few hours, any excess water that hasnt been absorbed can be drained of by tilting the tray.
Also make sure your casing layer is kept moist.

Shouldnt be a problem. id wait a little to get more responses as i havnt tried casings yet but have heard of rehydrating this way.

i have re-hydrated casings this way, it works but i prefer to flood the casing tray and let it sit in the refrigerator for 12 hours covered with tin foil, that works better. and as for an increased risk of contams as long as you are working with a fully colonized casing and using good water (i use steam distilled) then you shouldn't have anything to worry about, maybe the risk is increased a tiny bit though.
and if you have cracked caps, then your RH is too low. i would suggest getting a cheap hygrometer and proving us correct.

My hygrometer seems to be functioning again, I am going to put it in the terrarium and I will let you all know what the reading is. I'm thinking it might be better to just wait till after the first flush and do a full on dunk of the casing layer.

most likely just dry substrate. cracked caps arent always RH.
my humidity is great and most caps and growth have been perfect. but a small casing recently had a late pinner. i let it grow out when i knew it needed to be dunked. it was really slow and the cap is cracking badly even though the RH is fine and others in the FC are fine. just not enough water in the substrate.
a nice long dunk will fix it. 24hrs if its that dry. dont go over 48 or it will be dead

i have never had a cap crack when my RH was right, even on a fourth flush after not dunking at all, id say that was a pretty damn dry substrate. not saying you are wrong, just my personal experience.
