Some people dry-pasturize in an oven. I'de rather give it the water-bath but I'm sure your idea would work.

I'm not sure if putting water in them is a good idea or not. Still, i'de just water-bath them. The temperature control on the oven doesnt always mean that will be the temperature of the water.

FOR ALL WHO CARE. As we speak im am trying this out. well im actually seeing if the temp of the water inside stays steady. but because this is the first time the roaster is being used it has to cook for 1 hr with nothing in it (pr instruction manual) Its an 18 qt jammie so it heated up mad quick. plus when it has reached the correct temp the light goes out. must have a built in thermostat. im psyched to say the least..

Okay all my tests were inconclusive I think the problem lies in the 3$ fish tank thermometer i tried using. I will pick up and candy one tomorrow! here is a link to the 18 qt. nesco roaster. nesco.com
