Keeping down the top TiT tub?

A friend of mine just set up his TiT, but the top tub will only float on the water below, even with a few bricks in it. How should he keep the top tub down?
I tried searching the forum for him, but nothing came up.

Try using 4 Zip Ties.... one on each corner.

you can drill some holes and use zip ties to hold the top container down... at least that is what some people do.
I prefer using this type of a TIT setup...

i done zip ties to, but first i put 4 coffee mugs on the bottom to keep top tub good distance away from fish heater but that was because my top tub was a bit smaller

When I used a TiT, I also found it trick to get the top tub down, but before I finally got it weighted down I would just let it float, and the internal temp of the top tub still rose to desired levels. However it did fluctuate way more than the submerged top tub.

My tit floats on the water and it stays between 80F an 82F. Havent had a problem yet.

i used planks of wood. 6" wide by about 1/2 thick. I cut about 2 8" lengths and then screwed into them through the bottom and top tub (with washers)
e.g.
