A few months ago I discovered Samichlaus.. 14% alcohol. 2 small bottles get ya pretty ripped so my friends won't let me buy it anymore
http://en.wikipedia.org/wiki/Samichlaus
Then... a couple months ago I end up at this snotty pizza joint in DC with a menu of like 300 beers I've never heard of from all over the world.
300 to pick from and we random get this one called "mephistopholes"
Ironically enough it was served in a Samichlaus glass. I tasted it and it was even more pungent than Sami. I looked at the bottle.
Sure enough
16% alcohol. Mother fucker. I could barely finish the sucker

The strongest beer I ever had was an 18% alc. vol. IPA that I had only a few sips of out of a sampler glass...that was all I could stomach.

IPA is nasty enough as it is.. without being strong
I'd imagine the taste is about the same as licking george bush's asshole after a bufflo burger lunch

There was a commercial on TV awhile back for Samuel Adams, where the bar had hundreds of beers from all over the world.
So instead of trying to find the most potent beer, why not just use the beer as chasers for vodka shots?

In college my friend owned a brewery and would bring home some of the houses bottom of the barrel IPA with hops just floating all over the place. One tall glass would get me pretty drunk. So I'd drink 6-8 of course.
Oh, and they added EXTRA fish guts. Now that's a beer.
Now BRAIN, I totally understand getting drunk for as cheap as possible, but some beers are just an experience in and of itself, an artform if you will. Vodka though? Vodka's what I drank my freshman year because you can mix it with anything you had laying around. It's a baseline, last resort liquor. Drink some whiskey, or maybe rum, if you wanna drink liquor.
