You need to do more than soak your perlite before useing. You need to keep water in there also. Key is about 1.5-2 inch of water with 3 inches of perlite.
If that doesn't fix it then maybe you need to plug some holes.

How long have you waited? After placing the perlite in the container, you should wait up to 24 hours for it to reach full RH. Also, people recommend draining the perlite pretty good so you don't have standing water in there, others say this is ok but the way I did it was I let it drain until it stopped dripping and then placed it in my FC.

I don't think you want standing water in the bottom.

i drain my perlite and have about 4 inch layer, with 95%+ humidity easily standing water on the bottom would be a breeding ground for mold and whatnot. if you are going to do this id recommend adding some hydrogen peroxide to it.
its possible you have too many holes perhaps. not sure how small those are but 130 sounds like allot. i have maybe 35 pencil sized ones. possibly try taping up 1/2 of them and see if it helps?

No standing water more than half the height of the perlite. h202 turns into water withen a few hours diluted and exposed to air (at least the store stuff). Your better off with a capful of bleech ime.

There should be ZERO standing water in the perlite. Having standing water relegates that perlite that is underwater useless. Rinse the perlite, drain well, and then place into the terrarium. Three to five inches of well drained perlite will deliver 95% humidity, provided you've drilled those small holes into all six sides.
Condensation on the sides of a terrarium is not an indication of humidity. A calibrated hygrometer gives an accurate indication of humidity. Don't try to grow without one. RR
