I'm not a big hip-hop listener eather but I do have some favorites. You already said Sage and Ali which are great. Sage is in The Non-prophets and they have arealy good album if you didnt already know.

Yeah, everything listed in here is what one would call underground hip-hop. For the most part it will be what a lot of people call more intelligent and intellectual or whatever. Although I find Jedi Mind Tricks to not be so intelligent, and I find Sage to be an emo fuck, but whatever

Yeah, I never listen to Jedi and sometimes I have to turn Sage cause it makes me want to cut myself. But there still good groups to get to know the underground scene.

To me hip-hop excludes the "gangsta, gangsta" shit. They focus more on making good beats and having fun. Not trying to look like a bad-ass.

Paris is a pretty good political hip hop artist
as for conscious hiphop, check out...
eyedea and abilities - ABSOLUTE MUST saul williams - ABSOLUTE MUST (in my opinion the best lyricist i've heard) as other's mentioned, atmosphere and aesop rock and some decent guys who i haven't listened to much... aceyalone, murs, illogic
