By making sure the dung has proper moisture for spawning. Ring out the water a bit more. I used to squeez out the water by hand, for optimal moisture content. I have experimented with different moisture contents in the dung. Some were pretty wet and still colonized, only a bit slower. Its best to have the highest amount of moisture in the dung as allowed for the mycelium growth.
Also the more colonized substrate you add, the faster it will colonize the dung before contams can set in. How long had the contaminated substrate been incubating? A long time? I find it VERY hard to lose a spawned substrate. I have found rye grain to colonize much faster than a PF cake when used as spawn.
How are these casings now?

Pleezr gave you some good advice.
The horse poo can't be too wet...IME I ring the pillow case out in the sink after it cools down a bit. Then I leave the pillow case in the sink over night...to drain more. The next morning I check the moisture content. You really just want the poo to be slightly moist.
I have noticed that Rye grain does better with wetter poo than the cakes do. So you might want to make sure the poo isn't too wet. I haven't lost any yet to cob web mold or the green. I did lose a few that were too wet that I spawned cakes into.....they stalled like you are talking about.
I also ran into another issue....if your incubator has too much humidity....you might have to drain some water out of the container while the poo is colonizing. You just tilt your container and drain the water out.
