"Possession of less than 25 plants is protected under the Alaska Constitution’s right to privacy (See Ravin v. Alaska). Possession of 25 or more marijuana plants is “Misconduct involving a controlled substance in the fourth degree” and is punishable by a fine of up to $50,000 or five years in prison."

Maine allows up to 100 plants as a misdemeanor, still has jail time, though. Wyoming gives a misdemeanor charge for any cultivation. Alaska is the only state I know of that doesn't have jail time for grows.
Edit: Colorado grow laws "Transfer of less than one ounce of marijuana for no consideration is considered possession and is punished as such. Any other transfer, sale, manufacture or cultivation is a felony, punishable by 2 – 4 years in prison and a fine of $2,000 - $500,000 and a $1,500 surcharge. Any transport of greater than 100 lbs. is punishable by 8 – 24 years in prison and a fine of $5,000 - $1,000,000. Any transfer to a minor is also a felony punishable by 2 – 4 years in prison and a fine of $2,000 - $500,000. Any sale within 1000 feet of a school or public housing area increases the penalties to 8 – 24 years in prison and a fine of $10,000 to $1,000,000."
Up to an ounce grown or sold is a misdeameanor, anything more than that is a felony. However, when they rip your plants out of the closet and weigh them up, they won't be picking the buds off. They'll be weighing it stem, roots, and all. If you pissed them off bad enough, they may even toss in the pot you had it growing in, too.

I've heard things about Alaska, but I don't know what the deal is
Otherwise, these cities have all passed very friendly laws:

It really doesn't matter what the city's laws in regards to growing are, honestly. If the local boys find a grow, they aren't going to just give up and go home, they'll just phone the police the county over and have them bust you.
Hell, how many cops in California have turned compassionate caregivers and med users in to the feds? Too fuckin' many.

There was an article in the paper today about this lady in fort collins, CO who is sueing the local PD because they seized her 39 medical marijuana plants and when the case was dropped they gave her dead plants back she's sueing for the $100,000 lost from the plants.
The article further explains that the PD didn't have to care for the plants because they didn't have the proper medicafl MJ documentation to prove they were legal.
Can you imagine that, the cops seizing your plants then having to take care of them? FUCKING HILARIOUS
