would too much FEA dry out perlite?

I just custom built a contraption that will go an inch or two below perlite (4" layer) and provide FEA from the bottom for a 106 QT tub. My question is, if this were to run 24/7, what are the chances that it will dry out the perlite or should I have it on a timer? If so, how often should it run?
You can see what it looks like in the pic below, the tub in that pic is actually a 50 QT; i just put it in there to see how it would look, but I'll be using the unit itself on a tub that's twice as big.
Since I'm using TiT method to warm the FC (the room temp is not sufficient) I won't be drilling any holes in the tub, hence the contraption. There will still be holes on the lid to let the air circulate.
Any comments or suggestions is appreciated.
Edit: the air pump is for a 60 gal tank capacity.

Why not just drill a few dozen holes in the tub and forget the mechanical devices? I think when most guys use aquarium pumps, they leave an inch or so of standing water in the bottom of the perlite. When I build terrariums, I drill holes into all six sides, so that precludes any standing water. RR

Thx RR, I would have definitely went with drilling holes in tub on all sides but I'm using a TiT for FC since heating is an issue for me, so I can't have any holes in the tub.
I wanted to keep this simple, specially for my 1st grow but unfortunately I had to adapt since the environmental conditions are less than adequate and so my original question still stands.. I won't have any sitting water under perlite.
