Looks like rye flakes to me just slightly thicker then the ones I've seen...
It wouldn't be a suitable substrate for a varitey of diffrent reasons, the major one being it wont hold enough moisture the 2nd being they will turn to mush in the pc.

Thanks, do you think I could grind it and use it as flour for cakes?

If they're 100% organic rye flakes I don't see why not, I use to grind down millet/rye for use in pf cake's all the time. Only difference between preparation is that powdered rye can hold slightly more water then brf so the recipe changes abit, just at the regular amount and then slowly poor until there is no excess moisture on the sides of the bowl.
You will also need a pressure cooker if your using flour from whole grains since the endospores are still present, 90 minutes at 15psi will do just fine.

Ah. Thinking about it, that would not work, ithey can not be used. PCing would be useless as endospores could withstand that. I can't soak them to let the spores germinate because the flakes would turn to mush. Museli it is then haha.

If you powder them they won't require a soak since the grains are no longer hole, hole grains are soaked because of the endospores inside the grains themselves, finally grinding their surface area into dust makes them more susceptible to pc'ing
