I don't know if an electric skillet could get hot enough to heat the pressure cooker sufficiently but a good 1500-2000W electric hotplate could probably do the trick - just make sure the electrical circuit you plug it into can handle the load.

I recently bought a single burner (electric) and it worked pretty good for my 8qt PC. It took a little longer to get to 15psi but once there, I could lower the temp knob to med and it kept around proper temp...
One thing that I didn't like tho is since it's electric, I had to find the perfect temp where it'll stay on for around 3 mins (which pushes around 17PSI and then it turns off for 3 mins, lowering the PSI to around 13 and turns back on again, to maintain the medium setting so it's not like a constant flame but once you dial this in (i was able to do this after about 30 mins of playing with the thing, lowering the knob little by little until i found the perfect setting) it's good.
Since the PSI dropped to 13 at times, I just made sure to cook for additional 15 mins to ensure proper sterilization and I paid $15 for the single burner. It's Proctor Silex brand.
