You can do without anyway, if unsure of what it is. I did a simple 50/50 works fine.

Googling a bit.
Agricultural Lime or Garden Lime
Agricultural Lime or Garden Lime is made from pulverized limestone or chalk.
So agricultural lime will be calcium carbonate, not hydrated lime.
Do a quick search on the forums for uses of calcium carbonate (CaCO3)

Try Miracle Grow Moisture Control, it works great right out of the bag!

Miracle Grow Moisture Control for the casing layer? Doesn't it have nutrients in it? I was under the impression your case layer should be non-nutritive.

Yes it does have some nutrients, but it works great trust me. Check out creamcorn or Blutjager's galleries, they use MGMC almost exclusively with great results. I just finished a casing with it and was very pleased. I didn't snap any pics, but on the next flush I will for sure.

Do you use a microwave or PC for sterilizing?

I have had success just microwaving them. PC'ing is better I'm sure, but I just separate my MGMC into a few small tupperware containers, then nuke them for 1:30, let rest for about a minute, and repeat 2-3 times. I have no idea what the temp is inside there, but it's hot as hell when I pull it out. I've done about 4 casings this way, haven't gotten any contams at all... yet.. lol. Good luck!
