Senate Bill (SB) 1159 went into effect January 1, 2005. This legislation allows for the creation of a Disease Prevention Demonstration Project (DPDP) in cities and counties that authorize such a program. An authorized DPDP permits certified pharmacies to sell syringes over-the-counter to individuals 18 years of age or older. This legislation will further efforts across the state to prevent the spread of HIV, hepatitis, and other blood-borne diseases.

In Vegas you need at the very least, an insulin vial to score any syringes. Even if you bring in your old syringes to a pharmacy, they won't give you new ones. You need a script or an vial, as mentioned...
I'm so glad I got hooked up with a diabetic chick (she gave me her insulin syringe). I just bought a box for $17 (including tax)--not for me, but I just acquired a group of friends recently who all shoot up, and after going around seeing 3 of them share the same one, I decided it's best that they use clean ones and picked up a box.

In Palm Beach County (Florida), syringes are OTC. So is insulin.
I just bought a box for $17 (including tax)
Tax for syringes? That doesn't sound right. Medicines and medical supplies are tax free, just like food.

^^It originally rang up as 15.99 on the ringer and then when they hit enter it upped it to 17.50-something for it. I dunno, it was some walgreens generic brand box and I was buying it at walgreens so maybe they're allowed to do that.
(bear in mind the state of nevada has no income tax, so i dont know if they are allowed to tax on other things... are all medicines and medical supplies tax free?) i also wasnt paying with insurance.
