Immaturity never ceases...
The Vag is prone to several types of infections, from yeast infections, to bacterial vaginosis. It could also be an allergic reaction. The bumps could also be infected hair follicles. They could also be boils. The bottom line is bumps do not always equate to STDs or herpes and are actually more commonly diagnosed incorrectly than anything else.
First and foremost, she needs to get real medical advice from a real doctor. But from what you've posted... it sounds like it could be Bacterial Vaginosis. Bacterial Vaginosis is NOT an STD though, it can be spread between female sex partners.
Common cause is an imbalance in Vaginal PH levels and normal bacteria found in the vagina. What this means is you can develop it from the use of tampons, douching, reaction to laundry detergent, wearing too many layers of clothing assisting in the growth of harmful bacteria, a hormone imbalance, avoiding the proper care of sex toys, "dirty sex" -- you boys need to learn to take more showers before sex as sweat and other bacteria lend to infection as well. These causes are also common with yeast infections as well as others.
To my knowledge, there isn't a disorder, with those symptoms, that would require surgery. However, if left untreated these infections can result in infertility and PID (pelvic inflammatory disease). Vaginosis is treatable with antibiotics such as: metronidazole and clindamycin.
It could also be Trichomoniasis, but because you didn't post about a greenish discharge, I'm leaning more toward vaginosis as it has a more normal coloration, less likely to be noticed (a milky white or grayish discharge). Also Trichomoniasis is caused by microscopic parasites and you'd notice more than just a few pimples here or there.
It seems as if she's almost uncomfortable talking to you about it as you don't have a lot of information. That being the case, you need to speak with her and get her back to the doctor to take care of it herself. Her vagina is her responsibility, not yours, and a lot of infections can cause a lot of really bad complications if left untreated.
Keep in mind that it could just be pimples, boils, or irritated hair follicles. Vag skin is just like skin anywhere else on the body and not immune to regular every day skin disorders such as acne.
See a doctor, yesterday.

-One child policy Yes, I realize this. It works like this, if the mother has two kids, the daughter can have one. If the mother had one kid, the daughter can have two. My girlfriend can have two. But we can avoid this altogether because I'm Canadian.
-Throws baby girls in river No. In the places that may be a problem, such as rural towns, the law isn't enforced, so people can have 8 kids if they want.

First of all, thank you for your reply. It is by far the best reply so far.
I'm going to look into Bacterial Vaginosis as soon as I've posted this.
Now, she has seen a doctor and they did diagnose her. I got more information today and she has (because I worried) found out the name of it in Chinese and is looking into drug treatments.
I currently don't know what it is and I won't know until tomorrow at the least, because she's asleep right now at her cousin's home.
As for the cause, I'm quite sure that it would be wearing too many layers of clothing too tight. Most of her pants are jeans and although none are any bit revealing, they are all very tight fitting and I've always been telling her something is going to happen if she doesn't ease up on that. If that's turns out to be the cause, it's going to be another one of those "I told you so!" moments, that I'm not going to take advantage of.
As for discharge, no, there is none that we noticed was out of hte ordinary. She's been a bit more wet... but I don't think that has to do with anything other than better sex. 
She was here today and showed me. The original pimple was there, broken (she popped it... violently) and there were two other small ones, not clustered, with small white heads. I told her what I've read online, which is not to touch them, and other than that I can't say there's much to tell. Either it is starting to show up a bit more, or the new two appeared because of the fact that she brutally killed the first pimple.
The pimples are, though, just like one you'd get with acne on your face. They definately are not genital warts (I took a horrifying tour through Google Images yesterday).
I've told her to go to the doctor, but she's refusing to go again until next month when her company sends her to have her yearly physical. But she does seem to know what it is and it doesn't seem too uncommon. She was reading an advertisement for treatement in a fashion magazine when I met her this morning. Good news, but I'll look into that tomorrow.
I'll try to post up the name of it when I get it, in English if at all possible.

I should also mention that with a nice long personal 'checkup' down there, twice, that there is no odor or anything out of the ordinary.
The pimples are not on or in the vagina itself, but they are in her pubic hair 1-3cm to the right and about 1-3cm up from the tip of the clitoris. The two smaller ones are about 3cm and the original (the one she killed) about 1+cm.

Time for news.
The 'rot' per say, is not actually a rot and it is simply Cervical Erosion, something that usually goes away on its own, can be treated with drugs, or a surgery (Laser, microwave, freezing, or normal).
It can be caused by many different things, and is not transmitted sexually or otherwise. Although it can be caused by sex itself, it is not transmitted.
And now for the other news.
That does not explain the pimples near her vagina. But! She has recently started shaving once in a while, to reduce itch (and it worked). So it could simply be a ingrown hair.
Syphilis is an impossibility (both of her partners, me included, were virgins before her). And the bubbles (her word, a better would be pimples) do not look any bit like herpes bubbles. They look just like a pimple or an ingrown hair bubble.
Overall, I consider this good news, although I'm still not sure to what depth the cervical erosion is.
And she was wrong, about the surgery being a possible reason for infertility. Although it is possible, it is more likely that infertility could be caused if the cervical erosion got worse because it wasn't treated.
In a couple weeks she will get her physical and refuses to go before then. I'm hoping the pimples amount to nothing and the cervical erosion is very treatable to say the least.
