Well there's a lot of possibilities...
You could grow a bunch, then pick out the one with mutations and breed them together. Repeat the process over again.
You could use a chemical that is known to be mutagenic to plants.
You could try and affect seed production by bathing the plant in ultraviolet light.
You could expose the seeds/plants to radiation or radioactive material (I don't recommend this).
Tonnes of opportunities here...

The first thing you should do is decide why (if you haven't) you want to create mutant plant species.
That will probably determine what plants you want to work with.
Which will probably determine what method(s) you are going to use to cause the mutations.

The part about the mutated seeds growing up with the same phenotypic traits is subject to mendelian genetics and the alleles of the other parent.

many/most chemotherapy drugs will result in mutations. There are plenty of chemicals around, just tedious to wait for a mutation to happen. Hope you've got some time and patients, you'll need it.
