desktop PC hardware question

I have a PC that when you plug it in and hit the power button it turns on for a second and then shuts it's self off. now, it wont turn back on again until you unplug the cord from the wall or the back of the PC. and then same thing happens again. any helpful hits or ideas on what it may be?

It could be a number of things, hard to say from just that information.
My best guess would be that your Power Supply Unit is dead. You should get a new one, on www.newegg.com. Fast shipping, and lots of reviews so you know what you're getting.

Most likely either a dead power supply, or a dead motherboard.
If you're handy with electronics, you can test this by unplugging ALL your peripherals (to protect them) and then connect the GREEN wire or the MB connector to one of the BLACK wires on it. The power supply should come on and stay on a lot longer than a second (look at the fan).
If it does come on and stay on...your motherboard is most likely at fault.
If it doesn't come on and stay on...your power supply is dead.
Either way it's a trip to the computer shop

Must for fun make sure the power/reset jumpers are on securely even though thats probably not the problem.

Nope, it is one single thing: A bad power switch. Very easy to diagnose from the description provided.
The power switch is stuck in the on position. When you plug in the computer, it will immediately turn on. About ten seconds later it will turn off, as if you had held in the power switch to force a power down. You can't restart it until you unplug it, because the switch never moves out of the "held on" position.

Ummm...

He said "plug it in and hit the power button" so I don't think that's his problem 
I'm sticking with the bad power supply.

Nope, stuck or faulty power switch. 
(I will be very surprised if it is something else.)
