Could the entire state stop paying taxes to the government if the government doesnt respond to the disaster properly?

no, because then they would lose all the federal subsidies that they receive through the department of transportation and others.
the fed is the biggest dealer in the nation...first hit's free...now they're hooked on the green stuff.

I say we all just stop paying taxes anyway... Until we can see the positive benefits from ALL of our tax dollars
I'm already there with you, my friends

If enough of us did it, it could actually work. But you'd have to get a pretty large movement going, or else you'll just get audited(and possibly imprisoned).

What government? And just what in your mind constitutes a "proper" response? Sitting where I sit, nothing seems pretty proper. You will have to buy water. Like California and Arizona, etc.

states don't pay taxes anyways, except in some circumstances as employers, but most have alternative programs for social security-type payments that you or I couldn't institute if we were employers (bullshit)

Yup, funny how the govt. actually gets criminals for tax evation instead of for the actual crime that they committed.
Your best bet is to develop a personal tax strategy to keeps as much of your money in your pocket and not in the govt.'s hands.
You can contribute the maxium percentage that your employer will match you in your 401K, if you quit or retire you can then roll that over into a roll over IRA, then later convert that into an ROTH IRA. Where after 5 years and at age 59 1/2 you can withdraw your money tax free. http://news.morningstar.com/articlenet/article.aspx?id=173049
If you still have money you can save after contributing into your 401K, then you should max out your ROTH IRA contributions, 4K a year.
If you still have money you can save you should invest in stocks of quality companies where you buy and hold for long periods of time and can compound your equity and deffer any taxes until you sell and later get taxed at the capital gains rate which is currently a flat 15% no matter how much you made.
If you have children that you know will go to college you can also Open a 529 or Coverdell savings account to try and shield more of your money from taxes.
I just saw the movie "Bobby" on dvd. I grew up not liking the Kennedys and thought RFK got what he deserved by phucking with the mafia. But maybe he was a noble fighter for civil rights and to bring balance to the inequities of our society.
Anyway, like RFK and MLK and those who fought for civil rights, the battle today as I see it is the inequity of ownership equity. There's alot of Americans with no equity actually and only debt. Only they can choose to fight this battle by making better financial decisions in their lifes and constantly work on growing their equity and not debt. http://www.thestreet.com/s/the-10-step-formula-for-building-wealth/funds/saving-money/_msnh/10388435.html
Thanks for letting me add my $2. peace
