Coroner's jury rules fatal leap an accident

PEORIA - A Peoria man who leapt to his death in the Illinois River this summer did so accidentally, a Peoria County Coroner's jury ruled Thursday.

Ronald U. Cummings, 51, of 2011 N. Butler St. was pronounced dead about 4 p.m. July 29 after voluntarily jumping into the river.

Cummings, who nearly 20 years earlier was diagnosed as a paranoid schizophrenic after a co-worker - during a prank gone awry - spiked his soda with LSD, was witnessed by an officer exhibiting strange behavior about an hour before his death.

While patrolling along the riverfront, the officer spotted Cummings wearing only a T-shirt in the field under the Murray Baker Bridge. When the officer got out to talk to him, Cummings walked away from him toward the playground next to the RiverPlex.

He ignored the officer's commands to stop, Peoria police detective Keith McDaniels testified during the inquest, climbed over a fence and onto a small ledge next to the river. Before jumping into in, Cummings turned and smiled at the officer, witnesses said.

A strong current pulled Cummings under, causing him to drown, McDaniels said. Members of the Fire Department's dive team found his body about 15 feet away from the wall he leaped from.

Cummings twin brother, Donald Cummings, said at the time he didn't know if his brother knew how to swim, but if he did he likely wouldn't have tried to save himself because he was tired of battling his mental illness.

Toxicology results for drugs or alcohol came back negative, Peoria County Coroner Johnna Ingersoll said.

The jury also ruled the Aug. 21 death of a Tremont man killed while crossing the street at a Morton truck stop an accident.

James Davis, 84, of 620 Locust St., Apt. 105, died about 1:45 p.m. in the emergency room at OSF Saint Francis Medical Center. No alcohol or drugs were detected during toxicology testing.

An hour earlier, Davis was attempting to walk west across North Morton Avenue from the Burger King restaurant when he was hit by a southbound pickup truck.

The driver, Charles R. Harr, 64, of East Peoria braked but was unable to avoid hitting Davis. Police have not cited Harr for the accident.
