I assume you want a Trichocereus fence right?
A lot of times when you cut off a Trichocereus it only throws one pup, but sometimes 2 or 3, maybe more but 3 was the max in my experience from T.panchoi and it only happened once. Of course, you could get a large cactus cutting and cut it into several 6" or so cuttings and expect them to pup, but that could be expensive to create enough for a fence line. Pereskiopsis seedling grafts would probably be the fastest and cheapest way to assimilate an army Triches for a brutal fence, but seedling grafts are not the easiest thing to do and take some practice, but the seeds are cheap enough you can afford to lose some. Remember the fence is not going to be completed overnight and you'll be able to experiment with different propagation techniques over the course of it's construction. I've always wanted an 8' tall fence around my backyard of assorted Trichocereus, but too bad it's not feasible in my climate.

the only real viable option is to grow from seed and fast foot the first year or two by grafting to pereskiopsis... (unless u have alot of cash to invest in alot of cuttings) u can fit a shit load of grafts into a fairly small space that way 
u should also consider "logging" rooting a cactus cutting layed on its side so it produces more pups. that is how big clumps of trichocereus grow in nature... assuming that u are thinking of using that genus...
pic for reference, 8 month pachanoi seedling on pereskiopsis, approx 8" tall.

well anyway its still going to take years and years to grow a reasonable height cactus "hedge"
