Import Papers For Plants

I may be purchasing a plant from overseas soon. The seller of the plant has indicated that I am responsible for import papers, but I have no clue how to go about doing this. How does one go about obtaining/filling out import papers? How much do they cost? Where can I find them? How do they work?
Help out this clueless soul

Sounds like you're talking about a phytosanitary certificate. Phytosanitary certificates are usually required to bring plants into a country. They are issued by the exporting country. Some sellers ship plants without the certificate and they make it through fine, but it is possible that customs may confiscate a plant without a certificate. Some sellers require you to get a certificate. It is my understanding that usually you pay the seller some money and they'll get it taken care of for you, although I've never done it myself. Maybe someone with some experience can speak up.

that makes no sense to me. they are the ones shipping the plant. how the hell should you know how sanitary the plant is??? I have shipped plants out of the country 3 times so far without one but they were either cuttings or shipped bare root. customs even opened it and found such clean plants they taped it back up and sent it.

that means he/she doesn't want to do it cause it can be a hassle. both phyto certs AND CITES needs to be done by the exporter and needs to be included with shipment. phyto certs are fairly cheap easy and fast to get, CITES can be a pain in the *slow* ass. and there will also likely be an inspection, surely for cites species and sometimes you will need to be present or hire a broker. once checked at your border entry it will be sent off to you. it's not a very cost friendly way of doing things, but at least its all legal.

Thanks kadakuda, I was wondering about that stuff myself.
If whatever you're looking to buy is illegal, forget about the papers. I don't think they would help you out.
If the plant is legal and not that expensive, you could go for it anyways without the papers. The plant will probably make it through, although it's a roll of the dice. If the plant is expensive, it's probably not a good idea to chance it without the papers.
Or the better yet, try to find the plant inside your own borders so you don't have to go through this mess.

indeed, finding it in your own country is best! but if it is CITES, it will only cost you money and a few months wait. If it is appendix 2 anyway. if it is Appendix 1 i would just chance it cause the paper work for that is a nightmare, if you can even find someone willing to (wont for small orders).
i like the idea of CITES as a whole, but i think it runs into problems with cultivated plants, not sure how it can even be fixed, so i guess its as good as it gets, for now.
edit: FYI, all cacti are appendix 2 or 1 so they all technically need CITES paper work if your country uses the system (almost all do).

the fact is that most people dont bother with the paperwork and the vast majority of specimens get through fine... ive never lost any specimens ive imported or exported from outside europe anyway 
but always bear in mind that there is some risk, and always be prepared to lose specimens when shipped without papers...

exactly, just be ready. i have never lost any here except one seed pack (it said Icaros DNA on it and the morons here can only read "DNA" LMAO!!!). but i have lost ones from the UK to canada that were shipped WITH dirt. bare roots and clean will even give you a chance if they ARE checked. i have had cuttings checked but not seized, in canada, because they were clean and no pests/dirt.
