This is insane... here i thought i was at the easiest part.. i thought up to now was the hard part... lol... apparently not!
i was able to get 3 casings alittle more then 2 inches of substrate and about half inch of casing for each tray... It has been almost 2 weeks, since i started fruiting. Nothing absolutely nothing... i have them at 65-70 degrees, and humidity 70-80% two small 4 watt lights on 12/12.. i have a ultra sonic humidifier going that only goes on at times when the humidity is really low. i have a cool mist humidifier going 24/7 due to fae, it does not put much humidity out the way i have it setup now... i just did a good misting tonight to see maybe if that will help cause i do not wanna do nothing and the next thing i know i will have contams... the last two times i did this i do not remember waiting this long. but yet cannot see what i am doing wrong to stall thie casings... two of the treys i patched the mycelium that pooked through but the one i didnt just to see the difference, so far not so good lol...
can someone please help me out? should i throw them in the fridg? should i keep them in total darkness until i see pins? should i let the casings dry out ? i do not understand what is wrong... thanks

I think you are in a panick about nothin, yes 2 weeks is a bit long.
Did you incoc from a spore syringe?? if so you may be very unlucky to have a lazy strain, this can happen sometimes (but is very rare) u grow out some very lazy myc that does not fruit.
I would just keep everything the same, your conditons seem ok aprat from your temps are a little on the low side which may be slowing things dow ever so slightly.
My temps are around yours and generaly my cakes take a week and half to pin.
You definatly do not want your casings to dry out, shrooms need moisture.
throwing them in the fridge aint going to do anything apart from slow growth further. Cold shocking is a misunderstood term by many new cultivators, it basicaly means a drop of temperature by 10 degrees. Its not that important, many people have incubated and fruited at room temp.
Most important pinning trigger is FAE, i dont know anything about coolmists humidifier but i gather it somewhat helps FAE.
70-80% humidity is ok, u may want to try and get it higher, 90-95 until pins form then drop to 82%. Keep an eye on how your casing layer looks, u want to keep it moist but not saturated.
As for your light, i dont think they are powerfull enough, you need a light that is able to penetrate the casing layer and reach the mycelium.
I would suggest an energy saving bulb (compact fluerescent) with a temperature of 6500K, they give of a cold blue tint of light rather than a warmer orange. This will be a much better light source.
No do not keep them in total darkness, 12/12 light cycle just like nature. While shrooms do not use light to grow, it is a pinning trigger and they grow towards light. Also its good to have the light from above otherwise you could have shrooms growing along your perlite( assumming you use perlite)
So to sum up.
Make sure you have plenty of FAE Increase your humidity to 90-92 until pins form then drop to 82 (please confirm this as i dont do casings, but im sure i have read it many times) Change lights for a better and more powerfull 6500k light source
Also, u could try rehydrating your substrate, kinda like dunking cakes, i had a few cakes that didnt pin even after initial dunk, i redunk and had pins not long after.
There are a few different methods of rehudrating casings, search for them

A bit on the cool side, but still OK. Humidity is way too low, and not enough light. Get humidity up to mid 90's, and get fluorescent lighting. RR
