In a poetic sense, yes, but in a larger sense, no.
I doubt there is a giant globe full of souls in the ether with numbers on them.

There is no 'luck of the draw'. In the same way, some people will say, "You are lucky to be an American (or subsitute the country of your choice)."
This does not make sense to this poster. "You" and "I" are emergent properties, not something mysteriously injected into matter. "We" form AFTER we are born and it could be no other way.
Is a chair 'lucky' to be a chair? No.

I think if you look at the ratio of human:non-human mass throughout the universe, you would have to say the we are pretty damn lucky to be human (if you consider the definition of luck).

"we" are matter. we are lucky in the sense that are matter formed into a human-being.
"we" could have been a goal-post or a blade of grass.

Existence/life is just one big hand and an individual constitutes one of the fingers attached to the hand. Many of us make the mistake of thinking we are seperate from the hand. That we are one finger all by its lonesome.

You said that "We" form after we are born, that there is no inherent "me" or "I" before the act of birth. I say that is not the case, a significant portion of what makes you "you" was hardwired in at the moment of conception.
Bringing this to the topic, I am lucky my hard wired self was constructed in a land and time where food and opportunity are plenty.
