No. That will help to keep the verm wet, which is bad. You want the top part of the jar totally dry.

I would:

let the pc cool on it's own for a few hours after cooking.
open the pc.
remove the jars and immediately remove the foil.
wipe any excess water off of the lids if there is any.
let jars sit out at room temp for a few hours, no foil, no tape.
once fully cooled, I would then inoculate the jars.
in a glovebox, in front of a flowhood, open air... your choice.

the foil is only to keep excess water from dripping onto the lids
during the pc cycle.
after pc'ing, the foil does nothing to help you.
in my opinion it can only hurt you if it's left on.

the dry vermiculite barrier will protect the jar.
that's what it's for.

it can sit anywhere, it doesn't matter where.
