So, like, emulators are this big:

DVDs are this big:

What determines these arbitrary (small) sizes?
I ask this question because when you play a videogame or watch a movie on your television, it fills the screen perfectly; it doesn't pop-up in some small window. And when you full-screen the picture on your computer, it looks like shit!

In both cases there are a limited number of pixels available. With the game emulator, the window is little because the game was designed for TVs where the resolution is horrid. DVDs are somewhat better, but still fairly limited in number of pixels. However, DVD players written for computers compensate for this by "stretching" the image to fill the screen. If you want the game emulator to look bigger, lower your resolution (letting the monitor "stretch" the emulator image for you).

that's a horrible emulator your using, everyone I've ever used changes the resolution of my monitor to match the rom then makes my monitor fullscreen.

I just set my monitor to the lowest resolution and full-screened a DVD and stood back and tried to pretend it was just a regular old movie playing on my TV: Looked like shit compared to my TV.

even at the lowest resolution your monitor is about twice the resolution of a standard tv set...

I dunno what's wrong with your shit... I can watch a dvd full screened at 1600x1200 and it looks perfect.
I can also play full screen NES games and lose no quality.

The difference is because computer monitors are that much BETTER than older TV's, so you really get to see how crappy the graphics really were, in their full, unblurred (by old tv's) glory. There are actually programs for some emulators that blur them, and makes them look better on a monitor.

and yeah, for your DVD, are you using DVD's that are bought, or downloaded? Because just about every downloaded DVD is cut by 4 times, so that 1600 resolution turns into 400, very different.

Hardly. Most low resolution NTSC video for television is interlaced 352x240.

Yes, I all 352x240i horrid resolution. A TV uses tricks, such as interlacing (trading spacial resolution for temporal resolution), to get your mind to think that it looks better than it does. When you look at something that was made for TV on a computer, it looks like crap, because the computer monitor is very good and you all the sudden see exactly how bad the TV really is.

Maximum resolution on an NTSC standard definition DVD is 720x480p.

Most DVD players on computers use interpolation to stretch the picture rather than simply making the picture elements (pixels) bigger.

The emulator is stretching the picture by repeating values rather than interpolating values. Faster, but looks like crap.

Depends on how you define better. Because your emulator sucks, it is better, in this case, to let the monitor stretch the pixels (by lowering the display resolution).
However, your game was designed to be displayed on an interlaced TV, not a progressive scan monitor. Interlaced TV works because the phosphorous on the TV takes a while to fade out. If your emulator doesn't correctly deinterlace the signal, it will look like crap regardless of what you do. Again, this isn't because the TV is better, but because you are trying to convert between two technologies that aren't 100% compatible.

Another important matter is that you usually sit a few meters from a TV while you sit a few feet away from a computer monitor. This has to do with your own resolution.
Anyone know the resolution of the human eye?

You should note that the spreading of rods and cones is not even throughout the retina. The fovea, the center of your visual field, contains most of the cone cells and few of the rod cells. Likewise, the peripheral areas of your visual field contain most of the rod cells, and few of the cone cells.
