artists have been doing this for centuries. alex grey tells a story about in the 70's this one guy sawed a live horse in half as an art peice. if the artist call it art, then its art. if you dont want to see this kind of crap then dont go making petitins to stop it. thats exactly why he did it in the first place

Yea, we're probably doing this guy a favor right now actually.
More than likely, he is a complete nobody and everyone on the shroomery is gonna get into a hoo ha about this new artist. More people will discover him, some may like him. When it comes time that he releases a "normal" work of art, people will pay attention because he was that dude who killed puppies.
Salvador Dali did the same shit, he would run taxi cabs into store fronts to make news headlines. Then when he actually came to releasing a painting, people noticed.

I think you are missing the point. Calling something art is no excuse for being deranged. In the United States we have laws that protect animals against cruelty and the main point is that, if this is in the US (which I cant confirm since I cant even find the story online) than the guy should be detained and put through the criminal justice system despite what he calls "art."
If this is in a country such as the Phillipines then I dont know why there is a petition. Let him have his booth and ignore him. To be honest, how many people even go to festivals here? How many people on the Shroomery were planning on attending this specific one?
This is probably the wrong forum for this petition. Dont go around trying to get signatures from random people who dont even follow art. Thats pointless. You want the art gurus to sign not joe shmoe pot head.

One of the commenters on that blog made an interesting point:
The real statement this art is making is that NO ONE was brave enough to make their OWN art statement and feed the dog
Hypothesis: The artist probably DIDN'T WANT THE DOG TO STARVE and wanted someone to break the dog free. Hes showing that people, even when faced with the most atrocious situations, are too weak to stand up for what's right. Genius. I love it.

Probably not the case, though, and there's no excuse for killing a dog like that. If you pull something like what I hypothesized, you have to cleverly trick people into thinking you're starving a dog to death, not actually starve a dog to death.
By the way, this is similar to Banksy's painted elephant exhibit where he painted a live elephant and put it on display to symbolize world hunger: "An elephant in the room".
