I found these at a base of a tree today. I live in Oregon. The gills are not attached to the stalk and they look black. the stalk is very fragile, long, slim, and white. The cap is yellowish tan-ish and goes out to a bluish blackish towards the bottom. The spore print is blue.

I have been finding these too, though discarding them after some simple tests.
I'm not sure of the print, as mine comes out pretty black, with a hint of blue.
I don't see any bruising after hours of sitting in a humid and hot environment that is well ventilated.
There seems to be now layer of skin over the caps, and thus they split easily.
So I'm not sure.
We need someone more experienced.

I wonder if they are hallucinogenic or poisonous or just plain edible.

there is no blue in the prints what so ever. blacks can seem that way but you have to be in the habit of interpreting spore print colors to delve too deeply into mushroom identification. there's no room for misinterpretation of spore prints.
for the other poster, a few are considered by some to be edible, none are all that good and a few are toxic if consumed with alcohol [within a day or more before or after]. the toxic species contain coprine, a compound similar to antabuse, the medication given to some alcoholics to make them voilently ill when they drink. it inhibits the body's ability to metabolize and eliminate the toxin acetaldehyde [itself a metabilite of ethanol]. none are psychoactive.

Attn PWN hunters: If you should come across a bluing Psilocybe matching P. pellicolusa please smell it. If you detect a scent reminiscent of Anethole (anise) please preserve a specimen or two for study and please PM me.
