I can't vouch for the rest of Europe, but in the UK most libs are to be found from the end of August, through to November or so. As for regions, I think they grow pretty much all over the country.

You best bet for sucess is to charm you way into getting a local to take you picking, but remember the location of good picking grounds are usually closely guarded secrets.
