yes there is. Scientist during the vietnam war found a crystal structure to be isdentical to water. This crystal structure was produced when they burnt some chemical. So they loaded up planes with flares made out of this stuff. Tons of it. Their target.... The Ho Chi Min trail. They made it rain for like a year straight on the Ho Chi Min trail or something like that. The trail was like the main highway for Viet Cong supplies and it was made out of dirt/mud. All transportation stopped when it was raining because the mud was so thick. Later as a result the UN made it illegal to use "weather seeding" as it is called (making it rain) in war time. I am unsure if it is illegal to do it now. All you would have to do is look of "chemistry of weather seeding" or something like that.

Altho it sounds far fetched, I think i may have heard of something like this a long time ago. But I have no sources, or even an inkling of an idea, so it might as well be fairy tale.
But weather crystal + rain rings a bell.

I've heard of using Ag(I)Cl for this- making it pretty expensive. I velieve the theory is to provide insoluble nucleation sites which produce condensate that further splits and enoucrages more nucleation

The Chinese are world experts on the technology. The US doesn't play with it very much because of liability issues. "You owe me a zillion dollars because it flooded vs you owe me a zillion dollars because you took our rain" type of BS.
