What program should I use to...

make sure certain files are completely erased from the hard drive?

I remember using a program that accessed the raw data of the hard drive so that you can recover deleted information. I think I need a program like that.

There are data shredders who can prevent that. I don't exactly know what they're called, but I used to have one.

Hrmmm, well the situation is this:

my cousin has a nazi boyfriend and he claims he can find deleted files on her pc (yes I know hes a nazi and she should not be with him, but not much I can do about that). She has pictures of herself at the clubs which is forbidden or something. She deleted the pictures but shes worried he will still find pieces of the files or something when he does his l33t computer hackoring. so I know theres ways to bring up deleted files and I just need a way to get rid of all traces of these pictures.

killdisk is one: http://www.killdisk.com/

It uses multiple overwrites to destroy "ghost" data. It has several modes including a fully DoD compliant mode. It also has a mode to wipe whitespace clean. Unless the guy has some serious forensic capabilities for physical inspection of the platters, that should do the trick. It is true that standard file deletion only removes the pointer, not the raw file data, which is recoverable through raw dump until overwritten. Even then, physical inspection can reveal previous states of each bit until it has been overwritten several times (not that it is likely this guy could do that.)
