A few networking/internet questions

Does turning off DHCP and not using encryption protect my wireless network at all? Is there anyway someone could figure out how to assign an IP address/DNS and be able to use my connection? Another question, when I hook my computer up directly to the modem I get speeds of 800 kbps down with a lot of latency but when I use my router with my modem I get speeds of around 35000 kbps down. Why does that happen?

The dhcp server is just assigning addresses, it's not involved in any kind of authentication. If you don't use encryption, it's pretty easy for anyone to sniff the network and get your router's ip address. They also are generally in the 192.168.0.1/16 subnet so it's also pretty easy to guess the right subnet, take any ip in the right range, set up one's gateway to the router's address (which normally ends with .1) and surf freely with your connection !
If you want any kind of protection, start AT LEAST with WPA; forget WEP, anyone with the right program can crack it in a few hours/minutes depending on the amount of packets going around and of processing power available (which doesn't need to be a lot). So the answer to "is there any way someone...?" is a definite and easy yes !
As for the latency problem I don't really know. Did you tweak any of your computer's tcp settings, like MTU and stuff, or ran any program that pretend to "speed-up" your connection ?

I did, yes. I'm not sure what I did though. The speeds with my router are normal and quick and the modem by itself is slow and has high latency. I guess I'll get a new router. I got a Belkin Wireless G router and it has WPA encryption but also horrible range.

If the router is downloading at 35000Kbs , why would you get a new one...?

Typo. I meant 3500. I need a new router because the one I'm using only has WEP encryption.
