Arrgh, Bugs!

I keep my millet in a tub, and went to get some. I noticed that some of the seeds on top seemed grey, then I realized they were husks. Then I realized things were moving. There are tiny bugs living in my millet big. Hundreds of them.
Question 1: Where in the heck are they getting water? I assume they don't travel outside the bin to drink and come back for food. Yet, the seeds are dry. Is there enough water in dry seeds to keep a population of bugs alive? I guess so.
Question 2: I assume the grain is going in the trash. I can use some of it for my current grow, but I can't live with a colony of bugs growing in a bin at my house. How do I insure I don't grow another bug kingdom? It's been very dry this summer, so humidity isn't a problem. Is it likely that they introduced themselves, or more likely that they came from eggs on the grain?

ive always heard (in the case of flour weevils) that you should keep that tub in the fridge at all times, tightly sealed up, to prevent them.
though i dunno what kind of bugs you have, and are they kept inside or outside?
and alot of times, its from the grain mills where the grain was stored. but can also come from the homeowner.

Well, we're talking about 50lb bags of grain so I can't really store it in the fridge.
They're only 5 bucks a piece, so it's not a big deal, I was just surprised that there was enough moisture in the grain to support a whole freaking colony of bugs.
Perhaps I could find an airtight container, and keep a few large packs of silica gel inside? Or would that be bad for the grain?
Edit: they are weevils, I looked up a pic and it's a match. I keep the bin in the back utility room of my house. The room is air conditioned, but not insulated so the room heats up pretty good during the day. It's rained like twice this summer, so it's been quite dry.

it'd be fine to do that and place silica packets inside (just dont let it touch the grains directly), and airtight would be best.
and most bugs dont actually drink water so much as derive it from the things they eat, afaik.
