I have a horse farm near my home who is letting stop by and pick some poo. The only deal is that is been in a horse poo compost pile for about three months. Is this OK? Will it work?

composted horse poo is actually the ideal form of equine manure you can use as the composting process will pull out any excess ammonia and fix it to the poo as various other nitrates via the firefang (Actinobacteria) found within the compost.
Only caveats about poo are - avoid mixes that contain a lot of cedar shavings/chips (from the stalls) in it. cedar wood contains natural fungicides... and pasteurize properly and thoroughly.

what about any bugs/worms that might be in the poo? Just pasteurize and leave the carcasses in the poo mixture? Or is it a good idea to sift through the poo and pick out any unwanted objects?

well, if it's infested with tons of them, yea... but I wouldn't go through any lament if some of them got put through the chipper/shredder when shredding the manure.
