Call your local horse stable and ask them if they have some dung you can get for your garden. Most places have the shit piled up, and most will be more than happy to give/sell you a few pounds.
Are you can goto http://www.sporelab.com/blue.htm - he sells bags of dung from a special horse named blue... A 5 pound bag of the shit will run you $20 including shipping and handling. He also has "Blues Compost Kits".

either find a stable or a farm.
tell them you need some horse poo for your roses.....or your mothers roses.
they usually will give it away free.
