Is this normal mycelium (picture)?

This is day 15 of my second of two jars. The other has been colonizing a bit slower but they both have mycelium that looks normal, except for how solid it looks. It was originally rope-like at the perimeter of mycelium growth but now is like a migrating semi-solid white mass and its worrying me since this is my first grow, and of only two jars; both of which appear this way. Does this look normal or is it perhaps a contam?

looks fine from what I can tell from the picture .. bacteria contams smells like hell .. healthy colonization smells mushroom like..

Yeah, i dont smell shit. Both of the jars are absolutely odorless right now.
Im using the heating pad method; turning it on when it gets under 78 degrees F, and turning it off when it gets over 84 degrees F. Occasionally it'll get too low but rarely will it get too high.
It appears as though there is now an empty gap at the bottom of the jars as though the substrate was receding and getting eaten up at accelerated rates. Is this also normal?
Growth also seems to have slowed since it started to lose its rhizomorphic look and take on the look of migrating, semi-solid, white mass.
I dont know if im using excellent sterile technique (especially with looking at the jars about 2-3 times a day) but my house is really cleam. If i never take off the foil, there is a low chance of contam, right?
I keep each jar in small tupperware containers with the lid partially closed for air ciculation, and these are in the incubating chamber which is wrapped in fire-resistant blankets and on top of a heating pad.
Is any of this risky?

Handling the jars increases chances of contamination. Every time you disturb the air around the jar, it gives spores and bacteria more chances to enter the jars.
Electric heating blankets are not a good way to incubate jars - because they don't heat evenly, and because the temperature outside the jars is cooler than inside them, they tend to encourage the jars to dry out. Room temperature would be a better method of growing compared to using a heating blanket.
Aside from all that, from what I can tell, that is healthy mycelium you have growing there.
RESIST THE URGE TO CHECK THEM CONSTANTLY. You need a hobby other than mushrooms so that you can forget about them for at least 2-3 days at a time without checking on them. If you absolutely must, check them max once per day. Nothing major is going to change within 24 hours as long as they're undisturbed and between 60-80*F.

Id say thats a good plan.
But im going to case my cakes after dunking and crumbling them into foil trays. I have costa rica strain in those jars and i would love to get a flush looking like that! I was thinking about using the 60/40 casing method and am unsure about where to get coco coir? Could i find this at walmart or home depot?

Don't use 60/40, it's not a great method of casing. Coconut coir has way too many nutrients - the picture you see in my signature was grown on coir and coffee as the bulk substrate.
The 50/50+ (verm/peat) tek is the way to go to get a good casing layer. That tub was cased with 50/50+.
You CAN get peat moss at home depot. Vermiculite is harder to find - most dedicated gardening stores carry it, though. Hydrated lime is easy to find at gardening stores also, or feed supply stores.
