US to Recruit 1 in 24 Citizens as Domestic Spies

The Bush Administration aims to recruit millions of United States citizens as domestic informants in a program likely to alarm civil liberties groups.

The Terrorism Information and Prevention System, or TIPS, means the US will have a higher percentage of citizen informants than the former East Germany through the infamous Stasi secret police. The program would use a minimum of 4 per cent of Americans to report "suspicious activity".

Civil liberties groups have already warned that, with the passage earlier this year of the Patriot Act, there is potential for abusive, large-scale investigations of US citizens.

As with the Patriot Act, TIPS is being pursued as part of the so-called war against terrorism. It is a Department of Justice project.

Highlighting the scope of the surveillance network, TIPS volunteers are being recruited primarily from among those whose work provides access to homes, businesses or transport systems. Letter carriers, utility employees, truck drivers and train conductors are among those named as targeted recruits.

A pilot program, described on the government Web site www.citizencorps.gov, is scheduled to start next month in 10 cities, with 1 million informants participating in the first stage. Assuming the program is initiated in the 10 largest US cities, that will be 1 million informants for a total population of almost 24 million, or one in 24 people.

Historically, informant systems have been the tools of non-democratic states. According to a 1992 report by Harvard University's Project on Justice, the accuracy of informant reports is problematic, with some informants having embellished the truth, and others suspected of having fabricated their reports.

Present Justice Department procedures mean that informant reports will enter databases for future reference and/or action. The information will then be broadly available within the department, related agencies and local police forces. The targeted individual will remain unaware of the existence of the report and of its contents.

The Patriot Act already provides for a person's home to be searched without that person being informed that a search was ever performed, or of any surveillance devices that were implanted.

At state and local levels the TIPS program will be co-ordinated by the Federal Emergency Management Agency, which was given sweeping new powers, including internment...

Perhaps you don't really understand the implications. Here's what agricola believes the implications to be:

"cut away the sentimentality:

i) the government can now imprison you without trial, habeas corpus, legal representation, in effect during the War on Terror you have no protection from the Bill of Rights, actions which now have legal precedent and justification through the Patriot Act;

ii) your neighbours and coworkers may now be paid informants of the state;

iii) your country has the death sentence;

I'de advise you not to sign up. If this program goes the way they do in tyranical countries then participants will have a quota of snitchings to do and if they fail to meet it they will become suspects and victims of the same system they're a part of. Look at the cultural revolution in China.

Yes I do think it would be good to bring suspicion on the very people who are most supportive of this. The more that we throw monkey wrenches in the system, the better. If supporters of this can be made victims of it, they might then change their minds. However, I would postulate that it's not just people who voted for Bush. There are large numbers of both political parties which go along with this crap. If Hillary Clinton (for example) was to get the presidency in the next election cycle, she would not dismantle this apparatus but would use it for her own ends. The whole duopoly system in this country is rotten to the core and must be overthrown. Couple fucking with the system with civil disobedience, and tell as many people as will listen how fucked up this is - raise awareness.

We must start this from day one, we cannot wait while people become used to bearing the chains of tyrrany because they fear the latest 'enemy' of the U.S. As far as I'm concerned our federal government has become criminal and is not due any respect or obedience at all. This is only beginning, expect things to get a lot worse before they get better.

I am afraid that even our vigilance will serve us not. The fear machine is in full force now, the patriot bill was just the first step, no self-respecting citizen would have ever considered that he would become a terrorist overnight, but that is what that bill did. I have no intention of giving up, I hope none of you do either, but it is looking rather bleak wouldn't you say?

Adding to the confusion is the question of who is a "terrorist" and what is "suspicious". Me worry. I agree with Rail Gun, it sounds a lot like China's cultural revolution, where masses of brainwashed youth weeded out the nation's intellectuals--teachers, artists, anyone with glasses. Let's hope the measure stays dead.
