Lisa Gerrard.
Its kind of out there, but her voice really hit me on a certain level. She has this ancient quality to her voice. (and works with some of my favorite genres of music)

If you want a mad looper chick, St. Vincent aka Annie Clark's a lot more interesting than KT Tunstall. I can't get into that ho at all.
As far as I know, the chick I've dug the most over the years was probably Mariah Carey, been down with her since I was 4 or 5. These days she's not much to me, though. I'll just have to go with Björk or Cat Power, probably. "Always Be My Baby"'s still the most awesome song by a lady ever, though.

ella fitzgerald, hands down. check out the vocal solo in the middle of the song. if you listen carefully, you can hear that she is mimicking the phrasing of different instruments.

I was going to try and post some tracks from "Court and Spark" by Joni and "tapestry" by Carol King.... but I never got around to it.
Joni was so diverse and if you listen to tapestry, every single song is unique and melodically amazing.

Having seen her live not so long ago I wouldn't go that far. She was great, except when singing in English where that rich emotion she normally brings seemed to disappear....? Strange she didn't seem like that with Dead Can Dance (do I ever wish I'd seen them live.....). Still, Sanvean has yet to be surpassed IMHO.
Incidentally, Alison Goldfrapp is probably underappreciated...?

Singer/songwriter Emiliana Torrini composes an exquisite vocalic beauty, similar to the hums of Beth Hirsch and Kirsty Hawkshaw, making Torrini's innocence a delicate cast of luminous imagery. certainly not best. it's kinda hard to say "the best" when you haven't heard it all, and i've heard ALOT.
but off the top of my head, two female artists i really dig are:
beth gibbons <3
wata - guitarist for boris <3
not the best by any means... cept for beth gibbons
