I come home today to notice what I thought was some rags next to my new home. I walked next to the bush and it seems a bum has stored his belongings under a bush adjacent to our house. I am looking for a solution to my bum problem.

Bag it up, drive it to a dumpster away from your house and if that doesn't work with the belongings you could try the same routine with the bum

Bums used to crawl under a house I used to rent to sleep. We had great fun tossing lit strings of firecrackers under there.

haha for sure!
but seriously, i would have a talk with the bum...try and catch him out there sometime...he might have some cool stories to tell and he might be pretty nice...dont trust him AT ALL, but try being nice at least...he may try to be super nice and attempt to take advantage of you...be aware of this...he may be really lame and just totally fucked up...that one will be easy to notice and then you wont feel bad about just getting rid of him by calling the police or something...
just try being nice at first and see what he is about...who he is...and go from there...

Best answer I see so far.. Yeah it may be a nuissance to some people..but I don't understand how the homeless are seen as subhuman..too many people brainwashed by the 'I work, therefore I am' mantra..

hey man I live in west philly. I've had my fair share of homeless bitches to deal with. one dude slept on our porch a handful of times(we had a couch out there) and he pulled his dick out and asked this girl I was seeing if she wanted to be his girlfriend, along with another female roommate of mine and was an overall nuisance. I still see him around spanging and such. not spanging in the cool way, mind you. but the best way to deal with homeless folks, unless theyre the cool kind like PDU on here, or some other train hopping traveller folks, is to ignore them. its a huge problem in most big cities, so just do your best, and tell them to fuck off if necessary. but give the folks who actually travel around the country some change if asked, theyre doing something good.

columbus has bums around. and if you are up late enough you can actually see them do their ritual of pickinng up empty beer cans from all the college parties. we also got a rapping bum and a bum who writes poems for money. I mean if a bum says a good rhyme to me I will give him some change.

Refuges for the homeless
There are many places where a homeless person might seek refuge.
* Outdoors: In a sleeping bag, tent, or improvised shelter, such as a large cardboard box, in a park or vacant lot. * Hobo jungles: Ad hoc campsites of improvised shelters and shacks, usually near rail yards. * Derelict structures: abandoned or condemned buildings, abandoned cars, and beached boats * Vehicles: cars or trucks are used as a temporary living refuge, for example those recently evicted from a home. Some people live in vans, covered pick-up trucks, station wagons, or hatchbacks. * Public places: parks, bus or train stations, airports, public transportation vehicles (by continual riding), hospital lobbies, college campuses, and 24-hour businesses such as coffee shops. Public places generally use security guards or police to prevent people from loitering or sleeping at these locations for a variety of reasons, including image, safety, and comfort. *derx's bush * Homeless shelters ranging from official city-run shelter facilities to emergency cold-weather shelters opened by churches or community agencies, which may consist of cots in a heated warehouse. * Inexpensive Boarding houses called flophouses offer cheap, low-quality temporary lodging. * Residential hostels, where a bed as opposed to an entire room can be rented cheaply in a dorm-like environment. * Inexpensive Motels also offer cheap, low-quality temporary lodging. However, some who can afford housing live in a motel by choice. For example, David and Jean Davidson spent 22 years at a UK Travelodge [27]. * Friends or family: Temporarily sleeping in dwellings of friends or family members ("couch surfing"). Couch surfers may be harder to recognize than street homeless people[11]
There have been many violent crimes committed against the homeless. A recent study in 2007 found that this number is increasing.
The Homeless World Cup is an international football (soccer) tournament, where teams made up entirely of homeless people compete. The event is held annually and, as of 2007, is in its fifth year.

Since you recently bought the place maybe he was kind of hanging out there before you bought it. I would start by just talking to him as well.
Actually I would probably observe him a little first and decide if I thought he was approachable. But even people a little off in the head (which not all bums are) can usually understand when someone is straightforward with them.
Something along the lines of:" Hi, I just recently bought this place and would like for you to store your things elsewhere."
