halted growth on some but not others - why?

I've seen a few mushrooms now that pin, but halt their growth
when they're a few millimeters to about a centimeter. The tiny
caps loose some colour, and the mushrooms just never reach
maturity.
That same cake will go on to produce other (various sizes) shrooms
either while this is going on, or a few weeks later. But the 'halted'
mushrooms just stay the way they are.

Does anyone know the reason for this, and how it can be avoided?

Hmm.. well, that still wouldn't explain why the same cake goes on to produce
nice big shrooms. Sometimes I get the halted growth on one mushroom, while
another nice one is growing right beside it. I would have thought that if the
conditions for growing were bad, they'd be bad for all the mushrooms, not just
certain ones.
