alright heres the situation. my lil bros car, 86 Fort thunderbird, v-8, 5.0 it used to run fine until it sat for about a 3 months. battery was dead when we tried to turn it over.
took the battery to autozone where they charged it, & returned it saying it was fine.
installed it inside the car, & the car would not turn over. jumped it & it turned over just fine. (telling me maybe the battery was shit afterall)
but the car wouldnt start on its own & the battery would not hold a charge. the car would still run after removing the battery terminal. (telling me the alternator is fine)
went to autozone, bought a new battery, put it in, the car turns over on its own but the starter does not quit when the key is retracted. even pulling the key back & out does nothing & i have to remove the battery terminal for it to stop everything.
WTF is up???

yeah solenoid or ur ignition is fucked not working then sticking. try jumping it off using screwdriver. just touch the two terminals on the solenoid, if that works good then the ignition i s more than likely fucked. which is a bitch to fuck with, if so just buy another steering collum, more than likely cheaper

not the starter, but the little thing that is either mounted to your inner fender well or to the top of the starter
the red batter cable should lead to it.

the bendix is hanging on the flywheel, it may still be drawing power due to a fault in the solenoid, the solenoid is what drives the bendix (small gear in the starter)
a solenoid is usually under $20 regardless of the car

But your main problem is that it's a Ford.

wouldnt the ignition kill/override the power to the solenoid in the first place?

you cant take it to places if it wont start! =P
update tho!
i called my older bro whos a mechanic, he told me to BANG on the remote relay with a wrentch.
and i did, & it worked!
car starts & stops fine.
but i think i should replace that switch anyway. dont want the car to blow up or some shit if no one is around to kill it.

relay = solenoid
my old AMC jeep has a starter relay (solenoid) on the inner passenger side fender well. i had to replace 2 of them. be sure to tape off you wires with labels before you unplug them.
