Breaking up casing layer to help pins pop out

I have a grain-based block that is working on its 3rd flush of B+. During both the 1st flush (in a mycobag) and the 2nd flush (In FC w/ Verm casing) the shrooms only grew off the sides and bottom sides of the cake. I have it in the bag with the top cut off and tin foil covering the sides from light. No pins on top at all...despite this I got good flushes from both. The verm layer is about 1/3" with patches of healthy myc. showing through.
I just picked the last of the 2nd flush yesterday, and today I took a sterilized knife and decided to see how solid the casing layer was. It was surprisingly stiff! I gently stirred up the casing layer, misted, and put it back giving it a few days again to form myc. on the verm.
Could the moist verm hardening be why these aren't fruiting on top??? It did do the same thing in the bag....hmmm

When you first apply the casing layer it should be light and fluffy. That should help the next time.
I'm not sure if fluffing the casing now will make much difference since it is the 3rd flush, and it could possibly hurt the substrates integrity. (but probably not)

It was pretty moist when I first applied it...I'd say a little soggier than the "barely dripping" method of measuring water in the casing layer.
It didn't fruit on the flat surface while in the mycobag w/ no casing layer either though. The only reason I'm wondering is because this is a strong colonizing substrate and I feel I could get a real dense flush if I knew why this was happening.

Extra moisture in the substrate actually makes it harder for the mycelium to move grow through it often resulting in fluffier growth.
However, a good isolate rhizomorphic sub-strain could possibly still rip through mildly over-hydrated coir. 
Proper moisture level of your substrate is one of the most k3y factors of spawning to bulk.
