It is sowing a pea in the same pot as your main plant and letting this pea grow for a while and then killing it.
It gives the soil a microbial flora that is required by some plants.
There are nitrogen fixing bacteria that live in symbiosis with legumes and that are trasfered through the peas..

Nope not all can use the symbionts.
Fabaceae does use them, many species in this family cannot survive without the symbionts.
Mimosa is a subfamily in this family.
